What about us?

What about the tenants? Do we not have rights too? I have been a tenant for most of my 51 years. For 20 out of 32 years, I have rented two apartments (at different times), one on the second floor then a larger one on the first floor, and a house from my great-aunt, all without a lease. For many years no one has had to sign a lease. (The past couple of tenants had to sign a 6 month lease.)
The apartments are in a huge, 120 year old house in a small town in Western Pennsylvania. The house sits behind the apartment house. My Aunt lives next door in a house similar to the one I rent my first floor apartment in. She is elderly and not able to look after things so well any more so her retired son has taken over much of the responsibilities of the rentals.
Recently, a problem has arisen with the tenants on the third floor. The son seems reluctant to take any solid action against these people. They slam doors, run up and down the stairs, have numerous visitors at all hours, day and night, are rude, disrespectful and confrontational. The tenant on the second floor, who has lived there almost ten years, and I do not feel safe in our own homes.
What can I do to prod the son into action? I can't move out because my hours have been cut at work and I have no savings. Besides, I love my apartment and should not have to move out because of some young punks on the third floor.
